Libya floods: How is the international aid being coordinated on the ground?

Aid has been arriving on the ground in Libya. The official death toll is expected to rise with 10 thousand still missing. There are tens of thousands more displaced and that includes not just libyans but also many migrants who already live in dire conditions.
